最近移動運用が増え、幾人かの相手よりこの指摘を受けて驚いており、その為にこれについての対応をQSLポリシーに追記することにします。
Recently, mobile operations have increased, and I was surprised to some claim this from the other party, so I decided to add a response to this to the QSL policy.
さて、数は多くないが、複数の意見を頂戴したので、この問題について触れておこうとここに書き留めます。
多くの主張が移動運用しているのであれば「/1」やら「/P」やらを付けろというもので、それをQSLカード類にも含めなければならないというものです。 これについて、争うつもりはなく、当局の交信証明のQSLは、当局の考えるQSLポリシー通りに対応するので、誰かの命令でQSLカードを出すわけではないので、ごめんねという対応になります。ただ意見をもらったことは大事ですし、将来的にその方針は何かによって変わる可能性はあります。その意味では感謝があります。
私は運用便宜上それにならい、使用することはありますが、QSLにそれをそのまま使用するかも便宜と考えています。 QSO の証明の QSL は重要ですが、特別なコールサイン サフィックス /P はそこで重要ではないということです。 QSL には、日付、時刻、場所 (コード)、レポート、通信内容、およびコールサインが含まれます。 この時のコールサインに/P等がなくても、By QTH等が補われており全く問題ありません。
これは「そもそも「/P」はどこまで重要なのか？例えば指摘のとおり移動運用時は付与が当然なのか？」これに至っての判断でもあります。
結論から言えば、不要ということになります。
Well, it was not many, but I received multiple opinions from, so I'm going to write them down here to touch on this issue.
A lot of the claims are that - if you're mobile QRV, put something like “/1” or “/P” on Callsign, and include it in QSL Card and QSL line. I have no intention and battle of arguing about this, and in my station, since the QSL of the authority's proof of QSL corresponds to the QSL policy that the authority considers, it is not someone's order to issue a QSL card, so I am OK and then no supporting. However, it is important to have an who opinion, and my policy may change depending on something in the future. In that sense, I am grateful, Thanks.
I may follow how to it and use it for operational convenience, but I think it's convenient or not to even if use it as it is for QSL. So QSL of proof of QSO is important, but I don't important is special callsign suffixes /P. The QSL will include the date, time, place (code), report, communication details, and the call sign. Even if there is no /P etc. in the call sign at this time, By QTH etc. are supplemented and there is no problem at all.
This is “How important is ”/P“ in the first place? For example, as you pointed out, is it natural to grant during mobile operation? It is also a judgment leading up to this.

何故不要かということですが、まず日本における法令での決まりもなく、JARLも含めて現在は必須としていません。過去には必要とするルールがあったようですが、現在は違います。 つまり、移動運用であってもそれらを付ける必要は厳格にはないということです。
現在、世界的に見ても、どの国も似たような考えとルールであることが分かっています。例えばアメリカのARRLなどでは、似たようなルールどころか、2020年4月6日にCOVID-19のパンデミックを受けて、”/STAYHOME“を一時的に使うことを認めています。もちろん強制ではなく、自由です。
/STAYHOME の興味深い点は、FCC Part 97 では 3文字 を超えるサフィックスが許可されていないことですが、使用することはできます。都合のいいルールだと言う理由がよくわかります。
つまりは、その程度のいわゆるアイデアなのです。
As for why it is not necessary, first of all, there is no legal regulation in Japan, and it is not mandatory at present, including JARL. In the past there seemed to be rules that required it, but not now. In other words, it is not strictly necessary to put them even in mobile operations.
Now, we can know that every country has similar ideas and rules, even if we look at it from a global perspective. It was one idea, for example, ARRL in the United States, on April 6, 2020, allowed the temporary use of ”/STAYHOME“ in response to the COVID-19 pandemic. No compulsion either. It was feel free use.
What's interesting about /STAYHOME is that it's not allowed over 3 letters Suffixes by FCC Part 97, but you can use it. We can understand why think it's just convenient rules.
So…, Based on relatively light ideas.
「それなら使用するな」という声があるかもしれません。でも実際のところ、皆さん「/1ですか？」など聞いてきますよね？ 便利に使えるアイディアなら、都度ケースバイケースで使ってもいいと思います。何も強制はありません。
私も便利で使っています。しかし、それとQSLは無関係です。
実際に利用したので、含めても良いかもしれませんが、含めなくても問題はありません。それは気軽に自由です。
そして、自由の尊重を主張したくあるのですが、いくつかのQSLシステムに対し便宜をはかることもしばしばです。
Some might say, “Then don't use it.” But in fact, everyone asks “Is it /1?”, right? If it is an idea that can be used conveniently, I think everyone can use it on a case-by-case basis. No need force nothing.
I also use it because it is convenient. But it has nothing to do with QSL.
Then used it, so maybe should include it, but it doesn't matter if don't. It's feel free use.
…Well, My Station also like to advocate for a sense of freedom, but often take adapt following to advantage of the QSL system.
