アマチュア無線の実験的自局内通信について ; Experimental Local Communications of HAM Station

　長い間論議していますが、結論として実験的であっても同じコールサインの同じ局同士の無線通信が認められない為にアマチュア無線の実験的な要素があっても、日本でそれは認められず、それを行う為に社団局を用意する人もいるというのが、正しい現状です。この件については、国会の2024年6月21日の答弁書でも明らかです。

　We have been discussing this for a long time, but the correct status quo is that even if there is an experimental element to amateur radio because radio communication between the same stations with the same call sign is not allowed in Japan, even if it is experimental, and some people are preparing an Club-station to do so. This is also evident in the June 21, 2024 answer of the National Assembly Duscussion.

　この件を受けてか、総務省（総合通信基盤局電波部移動通信課）ではウェブ情報に加筆及び修正を行ったようで、以下の様になっている。

　The Ministry of Internal Affairs and Communications (Mobile Communications Division, Radio Department, Telecommunications Infrastructure Bureau) seems to have made additions and corrections to the web information, which is as follows.

　この回答を素直に読み解いてみると以下の様になります。この際の自局とは移動する・移動しないを同一とみた同コールサインのアマチュア局と考えて良いようです。

  1. 自局内・間の無線通信は認められない。
  2. 同様に、移動する局と移動しない局との間の通信も認められない。
  3. 許可された範囲で微弱無線はＯＫ（電波法第４条第１号・電波法施行規則第６条第１項　※１）
  4. ダミーロードをつければＯＫ
  5. 受信専用設備で受信するのはＯＫ（※２）

※１：322MHz以下で500μV/m、322MHzを超え10GHz以下で35μV/m、10Ghzを超え略。500mの距離において200μV/m。計測用機器。
※２：送信できる無線機を受信のみの目的といってもそれは受信専用設備ではない。

　A straightforward reading of this answer is as follows. In this case, it seems to be safe to assume that the “own station” is an amateur station with the same call sign, which is considered to be the same whether it is mobile or not.

  1. Radio communication within and between own stations is not allowed.
  2. Similarly, communication between a moving station and a non-moving station is not allowed on own station.
  3. If Very Weak radio, it within the permitted range is allowed.（Radio Law Article 4.1, Radio Law Enforcement Regulations Article 6.1　*I）
  4. If the equiped dummy-load, it is allowed.
  5. Receiving with dedicated receiving equipment is allowed.（*II）

*I：500μV/m below 322MHz, 35μV/m to 322MHz and below 10GHz, and 10Ghz and…200μV/m at 500m distance, or Measuring Equipment.
*II：Even if a radio capable of transmitting is used only for receiving purposes, that is not a dedicated receiving facility.

　このことで重要なのは、例として明記された可能な条件です。この条件であれば実験できますと書かれたことが大事で、これに従うことで憂いがなくなるわけです。自局の通信の制限は引き続きありますが、これは注目すべき一件です。

　What is important about this is the possible conditions that are clearly stated as examples. It is important to state that the experiment can be done under these conditions, and following these conditions will eliminate any worries. While there continue to be restrictions on the communication of our own stations, this is one case that deserves attention.
