Again and again, as a third-party opinion, let me preface this with a general statement that it is not a personal attack, but I wonder if he lacks socially accepted conceptual idea?
Again JG1KTC Mr.Takao again.

Everyone's thought after hearing these two stories is that now 2025 is the time for a period of self-restraint. That is a choice that should be understood if one has socially accepted norms.
But, an announcement will be made that he will speak at the Speech at JARL Chiba Yearly Meeting “Chiba Ham Gathering” in February 2025. This was leaked information.

Someone else who made this foolish choice may have a problem, but the person who Mr.Takao the choice is more problematic.

Although, I have to admit, it was hilarious in a good way and I couldn't wait to see what he would have to say.

However, JARL, which is in the process of normalization, seems to have made the right decision.　
Shortly after the story of his lecture leaked, it was enforced reject by JARL and the lecture was cancelled. Since this is the annual event of the Chiba dept of JARL, it is only natural that the views of the JARL headquarters are stronger than those of the local dept.

So…Leaks are controversial, but in this case they worked well.

The malice by influencer-like vloggers, Vtubers, and incited people who are not deep in the considerations that make a topic a story begins.
Some are critical of JARL for forcefully rejecting and discarding the lecture. It appears to me that they are slightly dissatisfied with JARL and are taking advantage of this opportunity to incite less literate and neutral people to side with them.

Their general point is this;

1. JARL forced the branch to do so through the power of its headquarters. This is the exercise of bad rights.
2. Mr. Takao JG1KTC is a general JARL member and entitled to give a lecture. This is an infringement.
3. He was not expelled, so he is falsely accused, and JARL is rejecting him even though his problem has already been resolved.
4. If we continue to allow JARL to do what it is doing, it will become an evil organization, and Mr. Takao has done nothing wrong.

They have shown sadness about these issues while criticizing JARL in a way that appeals to their audience about JARL, but let me be objective;

1. Since this is a JARL event, it is normal for changes to be made based on the ideas of the headquarters. That is common sense, there is no complete freedom there.
2. Mr. Takao is a past president and has not fully resolved the issues he raised at that time, and has indicated his intention to pursue the matter at past general meetings, etc., and is not yet in a position to be an sound general member.
3. The facts, including the duplicate claims, exist and are not false accusations. The fact that a series of trials attempted to cover them up is also clear.
4. As mentioned above, this is not a normal situation at JARL's point of view, and it is not socially normal for him to speech in with JARL event. I feel that it is not so much a wrong as it is behavior that does not seem normal. And his past conduct is clear.

As stated above, I feel that there is nowhere to criticize JARL. I see a lot of condemnation and feel that this is exactly what the Vlogger,Vtuber is instigating. Of course, there are those who have the right idea and as a result they are probably annoyed.

Then, Takao also refutes this result on his own web site, 31 Jan 2025;

“JARL has made me an enemy of the organization, with no evidence or substance to support the assumption that I am a person of improper conduct. I have been unilaterally declared an “enemy of JARL”, with all inconvenient and irrelevant matters of the past being placed on my shoulders. Please note that JG1KTC Yoshinori Takao is not engaged in any slander or libel!”

The images original text states that he knows there are people who would like to hear him speak, and he is sorry for them, but he considers it inappropriate for Mr.Takao to speak because of his past inappropriate conduct at JARL and his ongoing criticismof JARL on his web.

The above is the case…; since the head of the sentence is asking for forgiveness, I feel that it was a choice made out of circumstance. But he did focus “enemy of JARL” on his web. I feel a strong condemnation of JARL by using the expression “enemy of JARL” by Mr.Takao if pick with focus “Enemy”, why he does it. It appears to be a political technique to take a malicious word and make the other side look bad.

Although he says he is not slandering them, this could be considered slanderous.

Yet, the funny thing is, “I love JARL, and I am not an enemy of JARL.” he also added.
To this I would say that if you are in a higher position of HAM, you should love not JARL but other radio operators including non-JARL members. Perhaps it can't be helped, but I already feel that there are expressions that feel political everywhere in the text, which I find problematic.

Everyone makes mistakes and he has a past fact that goes against his own goodness. I don't think it would be beneficial for him to argue about this by him. What is important is first reflection and sincerity in the future. When I look at him now…, he is like a politician, mainly with his unreflective refutation that he is not wrong.

Of course, we want a reckoning with the facts and spend, but we at HAM are neither demons nor devils. We are radio buddies.

So, there should be no need to argue more desperately than necessary or fight with someone about something in the past that has already been fact-checked. It is important to know how to recover it on our own, and all he have to do is consult with them about it, make suggestions, and sometimes ask for forgiveness if it's impossible.

If you have an open mind, it would be your role as a major-figure to meet once again with the disputed party, apologize, even if only for convenience, shake hands, take pictures, and show everyone that you are not worried about the amateur radio industry. I hope there is no “the other party is first” here.
